Pa. House Passes Two HAP-Supported Bills before Holiday Break
December 18, 2025
Ahead of the holiday recess, the Pennsylvania House this week passed two HAP-supported bills that support access to vaccines and maternal health.
Here’s what you need to know:
- House Bill 1881 (Venkat, D–Allegheny) adds the state Department of Health as a vaccine authority for pharmacists providing immunizations. It also indicates insurance companies can look to Pennsylvania’s health authorities—informed by professional medical societies—for coverage guidance. It advanced 106–97 on Tuesday.
- “HAP applauds efforts at the state level to raise awareness about the importance of vaccinations in protecting and maintaining public health and prioritize vaccine supply and availability for individuals and families seeking access,” HAP noted in our letter of support earlier this week.
- House Bill 1251 (Curry, D–Delaware) allows midwives to refer patients to physical therapy. It advanced 202–1 on Wednesday.
- “Allowing midwives to make these referrals reduces unnecessary delays, supports continuity of care, and helps patients receive appropriate services closer to home,” the HAP letter notes.
Both bills advance to the Senate for consideration. See HAP’s letter of support for both bills. For questions, contact Arielle Chortanoff, vice president, state advocacy.
