Advocacy Correspondence: Pennsylvania House, HAP Support for House Bill 1881 and House Bill 1251

December 16, 2025

Members of the Pennsylvania House of Representatives:

On behalf of more than 235 member hospitals and health systems, The Hospital and Healthsystem Association of Pennsylvania (HAP) writes today in support of House Bill 1881 (Venkat) and House Bill 1251 (Curry).

House Bill 1881 (Pharmacist Administration of Immunizations)—scheduled for a final vote for Tuesday, December 16.

HAP applauds efforts at the state level to raise awareness about the importance of vaccinations in protecting and maintaining public health and prioritize vaccine supply and availability for individuals and families seeking access.

Vaccine education and availability for those seeking access across the commonwealth’s rural, urban, and suburban centers is a top priority for hospitals in order to protect and preserve the health of Pennsylvanians so individuals and families remain in their homes and communities, and out of the hospital.

House Bill 1251 (Allowing Physical Therapy Referral for Nurse Midwives)—scheduled for a final vote on Wednesday, December 17.

HAP supports HB 1251, permitting midwives to refer patients to physical therapy, extending the health care workforce and increasing access to the care continuum for pregnant and postpartum patients. Allowing midwives to make these referrals reduces unnecessary delays, supports continuity of care, and helps patients receive appropriate services closer to home.

HAP respectfully urges all members of the Pennsylvania House of Representatives to vote yes on HB 1881 and HB 1251.

Sincerely,

Arielle Chortanoff
Vice President, State Advocacy
