The Hospital and Healthsystem Association of Pennsylvania (HAP) is a not-for-profit trade association based in Harrisburg, Pennsylvania, which advocates for nearly 235 Pennsylvania acute and specialty care hospitals and health systems including primary care, subacute care, long-term care, home health, and hospice providers, as well as the patients and communities they serve.

HAP’s employees represent its membership in the legislative, regulatory, and health policy arenas in Harrisburg, Washington D.C., and regionally across the state.

Senior Policy Analyst   |   Vice President, Strategic Analytics


Senior Policy Analyst

The Hospital and Healthsystem Association of Pennsylvania (HAP) is seeking candidates for a Senior Policy Analyst in our Finance department.

The primary responsibilities include:

  • Researching and analyzing the impact of financial policy changes using data collected or sourced from member hospitals and health systems to synthesize information, and produce reports and analytical studies for internal and/or external use
  • Researching member questions, developing, and reviewing analyses that examine the impact of policy changes or health reform issues, and effectively responding to a broad range of issues related to hospital finance and payor practices.

Candidates for consideration:

  • Must have a bachelor’s degree in public policy, economics, or other related degree
  • Must have a strong working knowledge of Medicare and Medicaid reimbursement policy and/or commercial contracting
  • Must have experience with financial or reimbursement modeling and analysis, analyzing policy proposals, legislation, and/or regulation and conveying findings to clients or other stakeholders
  • Must possess an understanding of policy issues impacting the health care sector, as well as how federal and state policy affects the health care industry.
  • Should have four to five years of relevant experience

In addition, strong interpersonal skills and demonstrated writing ability are also required. This is a hybrid position.

Vice President, Strategic Analytics

The Hospital and Healthsystem Association of Pennsylvania (HAP) is seeking candidates for Vice President, Strategic Analytics to lead our Data Analytics and Visualization department. This position reports to the president and CEO.

The primary responsibilities focus on leveraging data and analytics to drive strategic decision-making. This position will develop and implement a comprehensive analytics strategy aligned with the organization’s overall goals. This individual will collaborate closely with stakeholders to understand their goals, determine what data is necessary, and develop strategies to use that data effectively to support HAP initiatives and advocacy efforts. The ideal candidate is a strategic thinker who can bridge the gap between data science and organizational needs, ensuring that our research and analytics work empowers decision-making and advocacy. Essential duties will include:

  • Lead and manage the strategic analytics team to support advocacy and strategic initiatives of the association with timely, easily understood, and actionable information, data, and visualizations
  • Develop and oversee a comprehensive data strategy that meets the varying needs of a diverse membership by engaging HAP departments and committees to understand objectives and actively shaping the outcomes of engagements
  • Secure and utilize data assets and analytic modeling capabilities to meet the needs of the association and our members through informative and actionable outputs
  • Effectively project manage competing deliverables to ensure the priorities and strategic objectives of the association are being met
  • Proactively identify, monitor, and evaluate local, regional, and national trends affecting hospitals and health systems and incorporate into analysis and/or deliverables as appropriate
  • Translate complex data into compelling, actionable stories that resonate with stakeholders
  • Support efforts to examine policy proposals developed by internal and external stakeholders
  • Ensure data integrity, accuracy, quality and timeliness for projects in coordination with internal and external stakeholders as appropriate

Candidates for consideration must have a master’s degree in data science, public policy, health care administration or similar discipline. Individuals should have a minimum of seven years in health care analytics, health care operations, hospital data and strategic analytics or related fields. Candidates should have supervisory experience, data visualization, and experience presenting both verbally and visually sophisticated analyses to a variety of audiences is required.
