National Guard COVID-19 Vaccine Bill Heads to Governor’s Desk

February 24, 2021

A bill giving the Pennsylvania National Guard the ability to assist with the planning of the COVID-19 vaccine distribution is heading to Governor Tom Wolf’s desk for approval.

Today, the Pennsylvania Senate voted 46-0 to approve the legislation that would give the Pennsylvania National Guard the ability to assist with the planning of the COVID-19 vaccine administration across the commonwealth. Earlier this month, the Pennsylvania House approved the legislation, which was sponsored by Representative Tim O’Neal (R-Washington).

The legislation will:

  • Direct the Pennsylvania National Guard to work with the Pennsylvania Department of Health and the Pennsylvania Emergency Management Agency to establish a regional plan for the distribution and administration of vaccines
  • Require the Governor to submit a report to the General Assembly outlining how the Pennsylvania National Guard has been integrated into the commonwealth’s vaccine distribution plan

HAP appreciates the collaboration between the administration and the legislature in reaching an agreeable solution for incorporating the Pennsylvania National Guard into the commonwealth’s vaccine distribution plan.

HAP welcomes the opportunity for continued coordination and communication among the stakeholders involved in the COVID-19 vaccination effort and continues to highlight the need for additional resources to effectively meet demand for the vaccine and speed the overall process of administration.
