As the novel coronavirus (COVID-19) continues to have a devastating impact on Pennsylvania and the nation, state legislators have the power to provide significant financial support to ensure that the Pennsylvania health care community has the means to sufficiently respond to the virus and save lives.
HAP is actively advocating for additional resources from the state government, and it has become clear that lawmakers want to hear from Pennsylvania health care workers and medical providers in order to take a significant and meaningful legislative step to provide the support to health care providers on the front lines of COVID-19.

Pennsylvania’s hospitals are open 24/7/365 to treat all patients regardless of their health status or insurance. Especially during the COVID-19 outbreak, Pennsylvania’s hospital community is demonstrating this commitment to caring for everyone who comes to them with a medical need.
To make sure they are prepared for a surge in COVID-19 patients during the coming weeks, hospitals and health systems have cancelled elective surgeries and made great efforts to secure additional supplies and personal protective equipment. As a result of the decline in revenue and the high cost of supplies and building surge capacity, HAP estimates that Pennsylvania’s hospitals and health systems recently have suffered massive decline in revenue (in excess of 40%). Based on total net patient revenues of approximately $45 billion during 2018, Pennsylvania hospitals stand to lose—collectively—more than one billion dollars per month.
While the Pennsylvania General Assembly and the Wolf Administration have taken steps to support Pennsylvania medical providers by easing some regulatory health care barriers and passing legislation that allocates $50 million to supplies to support the health care community’s response to COVID-19. These steps are significant, however, the data shows that far more help is needed to truly support the medical community’s fight against this pandemic.
HAP has requested that the commonwealth take numerous steps to provide relief, including the establishment of a Healthcare Coronavirus Emergency Response Fund to cover non-reimbursable expenses attributable to COVID-19, Medicaid rate increases, and possible modifications to the Quality Care Assessment.
