New Regulations and Best Practices for Providing Care to Sexual Assault Victims

Overview

On July 11, Governor Wolf signed into law HB 2032, a bill that made changes to hospital reporting requirements as they relate to victims of sexual assault. Under Pennsylvania law (Title 18, Section 5106), hospitals are required to report by phone and in writing any serious bodily injuries or deaths caused by criminal acts or firearms to local or state law enforcement agencies. This bill made changes to the Sexual Assault Testing and Collection of Evidence (SATEC) Act in a way that exempts hospitals from their reporting requirements under Title 18 if a sexual assault victim chooses to submit the collected sexual assault evidence anonymously. The new provisions of the law go into effect September 9, 2022.

HAP, in partnership with the Pennsylvania Coalition against Rape and the Penn State SAFE-T Center, will be hosting an educational program regarding existing and new regulations impacting sexual assault forensic exams. In addition, a panel of topical experts will share feedback and best practices from their experience implementing programs and processes of care at facilities across the state.

  • Hear from leaders in the field on they developed and operationalized internal policies and treatment protocols based on best practices
  • Identify ways to implement evidence-based practices associated with better outcomes for victims
