Jolene H. Calla, Esquire currently serves as the vice president of health care finance and insurance for The Hospital and Healthsystem Association of Pennsylvania (HAP). Calla directs all activities related to health care finance policy, including Medicare, Medicaid, and other government reimbursement. Her responsibilities include analysis of state and federal budgets, as well as a comprehensive knowledge of policy, legislation and regulation impacting hospital and health system finances. Prior to joining HAP, Calla served the Commonwealth of Pennsylvania for several years as Bureau Director for the Office of Medical Assistance Programs where she directed all operations and implemented multiple federal and state initiatives. Calla received her Juris Doctorate from the Widener University School of Law, her Master of Arts in Communication Arts from the New York Institute of Technology, and her Bachelor of Arts in English and Bachelor of Arts in Communication Arts from Villanova University.
Delphine O’Rourke, Partner, Duane Morris LLP, represents health and wellness corporations on issues that are critical to leadership: governance, strategic alliances and crisis management. She has deep experience advising corporations, their boards of directors and officers and executive teams on foundational and transformative governance. Delphine serves as a trusted advisor to resolve the most sensitive issues and mitigate enterprise risk. Whether detangling the impacts of new legislation on her clients' business and operations, drafting and negotiating intricate contracts that will create competitive advantages in future markets or educating leaders on health and governance regulations, Delphine’s inside knowledge of the industry and experience with operations adds unique value to her clients' legal strategies.
Delphine has particular experience with hospitals and health systems, including serving as Associate General Counsel and on the Senior Leadership Team for the largest nonprofit health system in the United States and as general counsel and chief advocacy officer of a regional health system in New York.
Mark Ross, CHEP is currently the Vice President for Emergency Management for The Hospital and Healthsystem Association of Pennsylvania. His prior role was a regional manager for the Southeastern PA region health care facilities and agencies. He also supported program leadership for the HAP/PADOH HPP partnership team. He also serves as Team Deputy Leader of Southeastern Pennsylvania Surge Medical Assistance Response Team (SEPA SMART) since 2008.
