Dear Members of the House Insurance Committee:

On behalf of more than 235 member hospitals and health systems, The Hospital and Healthsystem Association of Pennsylvania (HAP) writes today in support of House Bill 1828, sponsored by Representative Venkat, and House Bill 1123, sponsored by Representative Gallagher.

House Bill 1828 (Vaccine Coverage)

HAP applauds efforts at the state level to raise awareness about the importance of vaccinations in protecting and maintaining public health, prioritize vaccine availability for individuals and families seeking access, and safeguard insurance coverage in reaction to the flurry of recommendations being issued at the federal and state level. This includes actions taken by the State Board of Pharmacy to expand the list of competent authorities it looks to for vaccine recommendations, joining the Northeast Public Health Collaborative together with neighboring states, and the issuance of new guidance by the Department of Health outlining organizations Pennsylvanians and their doctors may look to for vaccine recommendations, and most recently Governor Shapiro’s executive order outlining steps for state agencies to improve access.

Pennsylvania’s hospitals and health systems support access to well established, evidence-based preventative medicine. As providers navigate significant changes, HAP’s priority is ensuring that our members have clear, consistent, and predictable guidance so hospitals and health care providers can rely on proven medicine and focus on improving and maintaining patients’ health. Vaccine education, awareness, and availability for those seeking access is a top priority for hospitals to protect and preserve the health of Pennsylvanians so individuals and families remain in their homes and communities, and out of the hospital.

HAP supports House Bill 1828, Printer’s No. 2247, and as proposed to be amended, and intends to remain engaged in evolving conversations to ensure hospitals receive reliable and consistent recommendations that endure over time and across changing state and federal dynamics.

House Bill 1123 (Colorectal Screening Coverage)

Colorectal cancer screening is critical for early detection of malignancies, reducing poor outcomes, and improving survival rates. HAP supports increasing awareness of preventive medicine and routine recommended screenings. HAP supports House Bill 1123, Printer’s No. 1251, and as proposed to be amended, which importantly aligns state coverage requirements with federal preventive recommendations.
