Advocacy Correspondence: PA Senate, HAP Support for Senate Bill 88

Members of the Pennsylvania Senate:

On behalf of more than 235 member hospitals and health systems across the commonwealth, The Hospital and Healthsystem Association of Pennsylvania (HAP) supports Senate Bill 88, sponsored by Senator Frank Farry.

This legislation would require insurance coverage for all costs associated with mammographic examinations, magnetic resonance imaging (MRI), and other forms of breast imaging. HAP previously supported the passage of Act 1 of 2023, which eliminated cost sharing for high-risk individuals undergoing supplemental screening procedures such as MRIs and ultrasounds, and Senate Bill 88 builds on that important progress by expanding access to diagnostic breast examinations without cost sharing for individuals determined to be at an increased risk of the disease.

Access to comprehensive health care coverage is essential to maintaining health and well-being. Removing financial barriers to preventive screenings and diagnostic imaging ensures individuals can seek timely care, improves early detection of disease, and leads to better health outcomes. Pennsylvania’s hospitals are strong proponents of comprehensive coverage and support policy solutions that make care and coverage more affordable and accessible for all Pennsylvanians.
