HAP Statement on General Assembly’s Extension of COVID-19 Health Care Waivers

Harrisburg, PA (March 30, 2022) – The Hospital and Healthsystem Association of Pennsylvania (HAP) thanks the General Assembly for extending through June 30 regulatory waivers that continue hospitals’ flexibility to prioritize patient care during the COVID-19 pandemic. HAP President and CEO Andy Carter released the following statement:

“HAP and Pennsylvania’s hospital community thank the General Assembly for preserving the flexibility that has enabled hospitals to effectively respond to the pandemic and thank Governor Tom Wolf for his expected support.

Amid a crushing workforce crisis, Pennsylvania’s health care community is still recovering from the worst surge of the pandemic so far. Hospitals continue to rely on these flexibilities to prioritize their patients over administrative red tape.

Many of the innovations that have aided in the pandemic response —such as the expanded use of telehealth and flexibility related to clinicians’ scope of practice—have demonstrated the potential to permanently improve health care for all Pennsylvanians. HAP looks forward to working with the General Assembly and administration to strengthen Pennsylvania health care by ensuring that such options remain in place to benefit patients.”

Background:  Pennsylvania hospitals have relied on state regulatory waivers and flexibilities to care for their communities while navigating the unique circumstances of the COVID-19 pandemic. These waivers expand access to telehealth services, increase vaccine access, allow hospitals to quickly adapt to emergencies by altering space as needed to care for influxes of patients, and ease regulatory barriers related to clinician licensing—giving hospitals more flexibility to use staff as needed. Prior to today’s extension, these waivers were due to expire March 31.
