Harrisburg, PA (July 3, 2025)—HAP President and CEO Nicole Stallings released the following statement about final passage of federal budget reconciliation legislation:
“The deep Medicaid cuts finalized today through federal budget reconciliation will devastate Pennsylvanians’ access to health care. This legislation will result in hundreds of thousands of Pennsylvanians losing health coverage and will destabilize hospitals that entire communities depend on.
“More than half of the commonwealth’s acute care hospitals are operating at a loss because payments already do not reflect the actual cost of providing care. They cannot absorb a cut of this magnitude, and some will have no choice but to reduce services or close.
“HAP thanks members of Pennsylvania’s delegation who voted no: Representatives Fitzpatrick, Boyle, Evans, Dean, Scanlon, Houlahan, Lee, and Deluzio, and Senator Fetterman.
“We cannot have healthy, vibrant communities in Pennsylvania without strong, financially stable hospitals. Hospitals will be forced to make difficult decisions in anticipation of this destabilizing cut and HAP calls on our leaders at both the federal and state levels to prioritize policies now that will help to keep hospitals and services open, protect Pennsylvanians’ access to care, and ensure our communities—and commonwealth—are economically competitive. We stand ready to work with you.”
