What to Know: PID Releases 2027 Insurance Rates

September 22, 2026

Pennie individual insurance premiums will increase nearly 16 percent for 2027 as federal health policy changes lead to more uncompensated care, the Pennsylvania Insurance Department (PID) announced this month.

“Unfortunately, health care cuts by the federal government continue to drive up costs for Pennsylvania families,” said Pennsylvania Insurance Commissioner Michael Humphreys, in a statement.

Here’s what you need to know:

  • New rates:  Rates will vary by region and plan, but the average increase for 2027 is 15.97 percent in the individual market and 10.28 percent for group plans.
  • Key factors:  Insurers must include data to support their proposed rates, including rising costs, usage of prescription drugs, and medical care.
    • PID noted the end of enhanced premium tax credits, as well as other changes to Medicaid, are leading to more Pennsylvanians without health insurance.
  • What to do:  Consumers should shop around on the state’s health insurance marketplace for the plans available in their region.
    • Open Enrollment begins November 1. December 15 is the deadline for coverage that starts on January 1, 2027.
  • Quotable:  “Additionally, the July 2025 federal budget law (H.R. 1) added Medicaid work requirements and new enrollment paperwork that will leave many more Pennsylvanians uninsured in 2027. Those people still need care, and the cost of treating them lands on hospitals and on everyone who still pays a premium,” PID noted.

Pennsylvanians who need help on Pennie can find their options online or call 1-844-844-8040 for assistance.
