Pa. House Insurance Committee Advances Vaccine, Screening Bills

October 07, 2025

The Pennsylvania House Insurance Committee advanced two HAP-supported bills to support access to vaccines and colorectal cancer screening through insurance.

This afternoon, the committee voted on a party line vote in support of House Bill 1828. The legislation, sponsored by Arvind Venkat (D-Allegheny), mandates health insurers in Pennsylvania to cover immunizations without cost-sharing. It also adjusts how the Department of Health can add or remove immunizations from required coverage based on recommendations from the federal health agencies and other national medical authorities.

“As providers navigate significant changes, HAP’s priority is ensuring that our members have clear, consistent, and predictable guidance so hospitals and health care providers can rely on proven medicine and focus on improving and maintaining patients’ health,” HAP noted in a letter of support this morning.

The House also voted unanimously to support House Bill 1123, sponsored by Pat Gallagher (D-Philadelphia). The legislation requires insurance coverage for colorectal cancer screenings. The recommended age to start these screenings is 45.

“Colorectal cancer screening is critical for early detection of malignancies, reducing poor outcomes, and improving survival rates,” HAP said in its letter of support.
