HAP Statement on House Bill 1460

Harrisburg, PA (June 24, 2026)— The Hospital and Healthsystem Association of Pennsylvania (HAP) released the following statement from President and CEO Nicole Stallings following the state Senate Institutional Sustainability & Innovation Committee’s votes to amend and advance House Bill 1460:

“While HAP is neutral on House Bill 1460, our priority remains ensuring that hospitals can sustainably serve their communities. This legislation adds new oversight and restrictions on health care transactions, but it does not take away the urgent need to address the reimbursement deficit driving hospital closures and service reductions across the commonwealth.

“An expert analysis projects that without intervention, up to 12–14 more Pennsylvania hospitals could close by 2030, in large part because, even before imminent cuts, the commonwealth’s Medicaid program reimburses hospitals below cost and less than their peers in other states. Medicaid pays Pennsylvania hospitals just 71 cents per dollar in cost, on average, and that amount will drop to 64 cents when cuts are phased in. HAP continues to put forward policy solutions that preserve access to care and support healthy, vibrant, and competitive communities, including supporting distressed hospitals and maximizing allowable Medicaid reimbursement.”
