Growing Support for Extension of ACA Enhanced Premium Tax Credits

The public overwhelmingly supports the extension of Affordable Care Act (ACA) enhanced premium tax credits, according to a new report from the Kaiser Family Foundation (KFF).

Today, the latest KFF Health Tracking poll indicated 78 percent of the public wants Congress to extend the enhanced tax credits that make care more affordable for low- and moderate-income Americans. Just 22 percent of people reported they wanted the tax credits to expire at the end of the year.

Here are five things to know:

  • The stakes:  About seven in ten adults who purchase health insurance on the marketplaces report they could not pay double in monthly premiums without significantly disrupting their household finances.
  • Bipartisan support:  Both Republicans (59%) and Democrats (92%) favor extending the enhanced tax credits.
  • Marketplace sentiment:  The state and federal ACA insurance marketplaces are more popular than the ACA itself, with 70 percent of adults holding a favorable view.
  • Supporting one another:  About 86 percent of respondents indicated they would be concerned if they heard that health insurance would be unaffordable for many people who buy their own coverage. 
  • Quotable:  “There is a hot debate in Washington about the looming ACA premium hikes, but our poll shows that most people in the marketplaces don’t know about them yet and are in for a shock when they learn about them in November,” KFF President and CEO Drew Altman said in a statement.

Ahead of year-end funding negotiations, HAP has called on the Pennsylvania delegation to support the extension of enhanced premium tax credits and access to care.

"We urge you to protect affordable coverage for Pennsylvanians by preserving enhanced premium tax credits," HAP noted in a recent letter. "These actions are vital to prevent further uncompensated care burdens that put care at risk for entire communities, protect our most vulnerable residents, and maintain the health and competitiveness of our commonwealth."
