Final Pennie Insurance Rates Announced

Pennsylvanians will see increased plan choices and modest rate increases on the 2024 Pennie health insurance marketplace, state officials announced this week.

State officials noted increased competition in several counties and average premium increases that track below the rate of medical inflation.

"Pennsylvanians want access to comprehensive, Affordable Care Act-compliant health insurance at an affordable price," Pennsylvania Insurance Commissioner Mike Humphreys said in a statement.

Here’s what you need to know:

  • Pennie rate changes:  During 2024, the statewide average increase is 3.9 percent. All insurers offering individual market coverage in Pennsylvania's 67 counties will continue to provide plans in 2024.
  • Small group rate:  Pennsylvania will see a 4.1 percent average increase in the small group market.
  • Competition:  Highmark is expanding into Bucks, Chester, Delaware, Montgomery, and Philadelphia counties. Geisinger’s individual and small group plans will expand to Bedford County. Jefferson Health Plans has entered the marketplace this year, offering options in Bucks, Philadelphia, and Montgomery counties.
  • Key dates:  Open Enrollment begins November 1. December 15 is the deadline for coverage that starts on January 1.
    • People who experience life changes, such as losing coverage from Medicaid and family events, can enroll throughout the year.
  • Help available:  About nine in 10 current enrollees qualify for subsidies to reduce the cost of coverage.
