At a Glance: 2023 Pennie Health Insurance Rates

The Pennsylvania Insurance Department today announced the final rates for coverage on the state’s health insurance marketplace, Pennie, for 2023.

State officials noted that consumers will see additional plan options and that the extension of American Rescue Plan Act subsidies will help reduce the cost of coverage. During August, federal lawmakers passed the Inflation Reduction Act, which extended the enhanced subsidies through 2025.

“This year, we will be focused on reducing the number of uninsured Pennsylvanians through outreach to historically marginalized communities and by providing choice of quality, affordable health coverage options," said Pennie Executive Director Zachary Sherman.

Here’s what you need to know:

  • Cost of coverage:  Individual market plans through Pennie increased 5.5 percent on average. There will be a 5.3 percent average increase in the small group market.
  • Enrollment date:  Open enrollment is from November 1 through January 15. Consumers should select a plan by December 15 if they need coverage beginning during the New Year.
  • Impact of subsidies:  The uninsured rate reached a historic low at 5.4 percent during 2022. Nearly 338,000 Pennsylvanians enrolled through Pennie last year, and 9 out of 10 consumers qualified for financial assistance to help reduce the cost of their coverage, state officials said.
  • HAP’s advocacy:  Earlier this year, HAP and a coalition of Pennsylvania health care organizations urged federal lawmakers to extend the insurance subsidies to “ensure a stable health care market that provides access to high-quality and affordable coverage for all Pennsylvanians.”
