State Deploys HELP Loans, HAP Continues to Request Additional Relief

Today, Governor Tom Wolf announced that 31 hospitals across the commonwealth were approved for nearly $324 million in loans through the Hospital Emergency Loan Program, or HELP, which offers a cash flow option for hospitals combatting COVID-19 cases in their area. While the Pennsylvania General Assembly and the Wolf Administration have taken steps to support Pennsylvania’s hospitals, a recent HAP report shows that far more help is needed to safeguard the Commonwealth’s health care system in the immediate fight against the COVID-19 pandemic and in difficult months ahead.

Governor Vetoes Pennsylvania Telemedicine Legislation

Today, Governor Wolf vetoed Senate Bill 857, Pennsylvania’s comprehensive telemedicine legislation. On April 21, the state Senate approved the legislation, sponsored by Senator Elder Vogel (R-Beaver), after lengthy debate and a party-line vote. Much of the debate reflected concerns with a provision inserted by the House of Representatives last November.

Congress Invests in COVID-19 Response; Support for Health Care Providers and Prioritizes Testing

With the country still reeling from the COVID-19 pandemic, Congress authorized additional funding to reinforce the economic relief provided under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, including directing additional resources to the public health response and replenishing the Small Business Administration’s Paycheck Protection Program (PPP). Today, President Trump signed the legislation.

News Release: HAP Statement: PA Hospitals Thank the Senate and Urge Governor Wolf to Allow Telemedicine Legislation to Become Law

On April 21, the state Senate approved Senate Bill 857. The measure, sponsored by Senator Elder Vogel (R–Beaver), would memorialize important definitions, expand insurance coverage, and provide consumer protections for telemedicine. The Hospital and Healthsystem Association (HAP) released the following statement urging Governor Tom Wolf to allow the bill to become law.
