5 Things to Know: Pennie Open Enrollment

We are less than two days away from open enrollment on the state health insurance marketplace Pennie—and this year will feature some big changes.
Pennsylvanians who need to select 2026 plans through the marketplace should act now to get ready. Here are five things to know:
 - Federal Shutdown Centers on Insurance Subsidies
The federal shutdown has reached 30 days, and enhanced premium tax credits have been at the center of negotiations. These subsidies help reduce the cost of coverage for Pennsylvanians and millions of Americans across the county who need to buy their own coverage.
A deal in Washington could help lower the cost of coverage. The Senate continues discussions as lawmakers work to resolve the stalemate.
 - Preparing for the Loss of Subsidies
HAP and Pennsylvania hospitals are urging Congress to extend enhanced premium tax credits that support access to care.
“If the ACA premium credit assistance were to end, Pennsylvanians would pay 82 percent more, on average, with many paying double or even higher premiums,” HAP’s letter noted. “Given the price sensitivity of the lower- and middle- income populations enrolled, Pennsylvania’s health insurance exchange, Pennie, estimates up to 150,000 Pennsylvanians would be forced to drop coverage.”
 - Premiums are Increasing
Earlier this month, state officials announced premiums were increasing on average by 21.5 percent. The state noted these increases will vary significantly across plan type, region, and other factors.
State officials said uncertainty at the federal level, increase in medical and drug cost trends, and utilization all contributed to the plan increases.
 - Take Action Now
With plan costs increasing, Pennsylvanians should review their coverage needs and research the options available in their regions. There is time to evaluate options as open enrollment begins November 1 and Pennsylvanians have until December 15 to select coverage that starts on January 1, 2026.
 - Help is available
You don’t need to research your options alone. Contact Pennie online or call (844) 844-8040 for assistance.
“We know that the end of the enhanced premium tax credits will put many across Pennsylvania in extremely difficult positions,” Devon Trolley, Pennie executive director, said in a statement. “Throughout these changes, Pennie will be here to provide up-to-date information and support about plan costs and options for 2026. All current Pennie enrollees should update their information and review their 2026 plan options during Pennie’s Open Enrollment Period, starting this November."
Additional information about 2026 open enrollment is available online.
