Overview
On April 11, 2025, CMS released the Federal Fiscal Year 2026 proposed rule for the Medicare Inpatient Prospective Payment System (IPPS). In addition to the regular rate updates, the rule proposes changes to Medicare disproportionate share hospital (DSH) payment policies, updates to the Transforming Episode Accountability Model (TEAM), and updates to Medicare quality reporting programs.
This year, CMS released with the rule, a request for information (RFI) on “deregulation”. CMS plans to use the feedback received to respond to the executive order issued by President Trump on January 31 directing federal agencies to significantly reduce the private expenditures required to comply with federal regulations.
HAP will be hosting this member discussion to inform our feedback on behalf of Pennsylvania hospitals. We hope to spend a portion of the allocated time discussing CMS Hospital Conditions of Participation and Conditions of Payment and specific requirements within the two frameworks that members feel that are duplicative or unnecessary.
