Overview

The Centers for Medicare and Medicaid Services (CMS) issued a final rule during November 2019, which requires hospitals to disclose the standard charges, including payor-specific negotiated rates, for all services beginning January 1, 2021. Despite ongoing legal action to prevent the rule from taking effect, hospitals must now consider what operational steps are needed to prepare for compliance with the final rule.

Join us on Wednesday, July 22 to review exactly what is required by the hospital price transparency rule and learn best practices for putting your hospital’s action plan into place. We will highlight specific information that must be posted electronically, the format that must be used, when a hospital may be “deemed” to be in compliance and what penalties can be assessed for non-compliance. This session is designed to help hospitals navigate the increasingly regulated world of health care pricing. You will also hear the latest information about the lawsuit filed against the U.S. Department of Health and Human Services to block the implementation of the final rule.

Jolene Calla, Esq., Vice President, Health Care Finance and Insurance, HAP
Ms. Calla currently serves as the Vice President of Health Care Finance and Insurance for the Hospital and Healthsystem Association of Pennsylvania (HAP).  In her current role, Ms. Calla directs all activities related to health care finance policy, including Medicare, Medicaid, and other government reimbursement for health care providers. Her responsibilities include detailed understanding and analysis of state and federal budgets, as well as a comprehensive knowledge of policy, legislation and regulation impacting hospital and health system finances, reimbursement, tax exemption of not-for-profit hospitals, and hospital charity care and billing practices across the continuum of care. Ms. Calla frequently participates in negotiations with government agencies and representatives of outside organizations on behalf of HAP.

R. Christopher RaphaelyChair, Health Law, Cozen O'Connor

R. Christopher Raphaely is co-chair of the Health Care Practice Group at Cozen O’Connor and is resident in the firm’s Philadelphia office. Prior to joining the firm in 2014, Chris served as deputy general counsel to Jefferson Health System and general counsel to the system’s accountable care organization and captive professional liability insurance companies. Chris has worked in the health care industry for nearly three decades. His practice focuses on major transactions for health care clients and the comprehensive regulatory schemes requisite to doing business in the health care space.  His practice focuses on matters involving payer negotiations, payment disputes and contract enforcement, mergers and acquisitions, accountable care organizations, clinically integrated networks, value based payment arrangements, digital health, facility and professional licensing, the Stark Law, state and federal anti-kickback statutes and general compliance.

Ariel Levin, Senior Associate Director, American Hospital Association

Ariel Levin is a Senior Associate Director at the American Hospital Association, where she focuses on state issues and health insurance coverage policy. Previously she was a manager with Manatt Health. She has also worked at the Office of Management and Budget (OMB) as the Special Assistant to the Associate Director for Health Policy. She holds an MBA from the Yale School of Management and a B.A. in Public Policy from Duke University.
