How Knowledge Center can Meet the Needs of a Statewide Bed Registry

HAP will be hosting a webinar on August 28 at 10:00 a.m. to discuss expanding the use of software utilized by HAP’s Emergency Preparedness team and the state’s Department of Health to serve as a statewide bed registry platform.

Historically, HAP and the hospital community have been opposed to legislation implementing a mandated statewide bed registry for detoxification and treatment beds, and/or psychiatric beds. HAP opposes this type of legislation because:
- The increased fiscal impact to the commonwealth and to our member organizations
- Increased reporting burdens placed on hospitals and health systems
- The legislation does not take into account that all beds are not created equal
This session, House Bill 596, includes a proposal directing the Pennsylvania Department of Drug and Alcohol Programs (DDAP) to develop and implement a bed registry and “hospital-based detoxification or rehabilitation treatment program licensed to provide care for substance use disorders or a licensed nonhospital residential detoxification facility.” Additionally, the bill would mandate that providers enter “real-time” information into the registry. House Bill 596 has passed the House of Representatives and awaits the Senate’s consideration.
Currently, HAP’s Emergency Preparedness team, the emergency preparedness regional health care coalitions, and the Pennsylvania Department of Health use the Knowledge Center Healthcare Incident Management System (KC-HIMS) to manage the reporting of bed capacity. This familiar, tried-and-true system fosters real-time communication between and among health care and emergency preparedness entities during emergency situations. KC-HIMS already is helping health care facilities report the number of and types of beds at any given time.
During the webinar, HAP will demonstrate how the system works, current usage, and how it can be expanded and applied to the idea of statewide bed registry with minimal or no cost to the provider community and commonwealth—and without the need for legislation and mandates.
