Transforming Care through Global Budgets—Lessons Learned from Pennsylvania’s Rural Health Model

Overview

Policymakers and health care payors are implementing alternative payment models in an effort to control the growth of health care spending and to encourage providers to deliver high-value care. One groundbreaking approach is the Pennsylvania Rural Health Model, a pilot program in partnership with the Center for Medicare & Medicaid Innovation, the Pennsylvania Department of Health, and the Rural Health Redesign Center Authority. Through continued expansion of the program, it aims to help rural hospitals become more financially viable organizations that redesign their services to focus on the best ways to keep their populations healthy. Under this model, global budget payments are established for a fixed period-of-time, to reimburse providers a pre-determined amount for delivering care that aligns with community health needs.

Objectives

Upon completion of this session, the audience will be able to:

  • Describe the emerging payment reform of global budgeting, what do the models look like, and how do they work?
  • Identify the anticipated trajectory of the Program based on scaling within it
  • Discuss the lessons learned during the first two years of the Pennsylvania model and its implications for rural and urban hospitals
  • Evaluate opportunities to leverage the learnings from the Pennsylvania model within their own state
  • Describe  how global budget model better positions hospitals to bounce back from COVID-related economic hardship
