Overview
HAP staff has been working with the Pennsylvania Department of Human Services (DHS) to begin to address this issue. HAP has proposed an escalation approach whereby DHS would establish enhanced protocols to require behavioral health managed care organizations to take steps to find placements for patients who require behavioral health treatment and establish a process to allow hospitals to elevate problematic cases to DHS, when necessary.
