The Legislative Services staff have primary responsibility for the association's advocacy efforts with the Pennsylvania General Assembly, the Governor's Office, and the Pennsylvania congressional delegation. Effective use of all members of the hospital and health system family in grassroots advocacy is carried out through the Congressional Relations Teams, Legislative Liaisons, and the Health Alliance Political Action Committee (HAPAC).
The Policy and Regulatory Services staff have primary responsibility for the association’s policy development and central district regional services, advocacy efforts with state and federal agencies that regulate hospitals and health systems, clinical services and quality management, licensure and accreditation, professional supply and licensure boards, public health issues, legal issues, and services to small and rural, behavioral health, medical rehabilitation, children's, emergency medical services, and trauma care providers.
Staff in Health Care Finance and Research analyze the fiscal impact of federal policies as they apply to hospitals and health systems, assist hospitals and health systems in payment issues with payers, and research and analyze trends and data affecting the health care finance and delivery system. The Research Department produces Managed Care Profiles, county health profiles, and other research products on issues affecting hospitals and health systems.
Integrated Delivery Systems staff ensure that the impact of proposed regulation and legislation across the health care continuum is assessed. In addition, staff address the needs of ambulatory care, rehabilitation, home health, hospice, behavioral health and long term care providers in hospitals and health systems through electronic communication, technical assistance and specialty councils. The staff produces Integrated Delivery System Update.
The Quality Center serves as the primary resource for members to obtain information, education, and consultation to address issues directed at maintaining and improving high levels of patient care. With a focus on patient safety, end-of-life care, variation in the utilization of services, and informed shared decision making, it is the goal of the center to help members advance patient satisfaction and quality of care in their own organizations.
The Communications and Public Affairs Department is responsible for HAP publications, media relations, HAP Library Services, membership services as well as maintenance of the various membership databases and mailing lists, and all other association communications services and activities.
Education Services presents all professional development educational programs sponsored by the association as well as the Annual Meeting and Leadership Summit, and other association-wide programs.
Administrative Services staff provide support to the association in the areas of internal accounting and finance, information technology, content and maintenance of the HAP site on the World Wide Web, human resources, facility management, and meeting arrangements. This unit is responsible for all billing and collection of association dues.
